About the Practice

Pamela J. Harbourt is a Certified Public Accountant with a Masters in Taxation, and licensed in multiple jurisdictions. She attended the University of Maryland for her undergraduate education, with post-graduate work at George Washington University, and obtaining the Master's in Taxation degree from Bentley University in the Greater Boston, Massachusetts area.
Pamela's professional experience is extensive with in excess of 25 years in the profession. Prior to establishing her practice she worked for some of the world's largest business organizations, such as: State of New Hampshire as lead multi-state (unitary) auditor crossed trained with the IRS; Nationale Nederlanden (currently ING) as Tax Manager of the Property & Casualty line of North American companies; Coopers & Lybrand (currently Price Waterhouse Coopers), in the Boston, Massachusetts office; AT&T Capital Corporation as Tax Manager and member of the mergers & acquisitions due diligence team; Mobil Oil Corporation SALT and International Tax Departments; Columbia Energy, MICROS Systems; and U. S. FoodService as Tax Manager; coupled with government contracting and a strong financial accounting background after years in public accounting and Halliburton; and Accounting Manager for a health care provider.
While at AT&T Capital Corporation, in addition to her manager responsibilities, she was tasked with companywide training of staff on the tax implications of leasing transactions. At Halliburton (KBR) for the training of all staff levels on Sarbanes-Oxley (SOX).
As a member of numerous professional organizations and adjunct professor, Pamela understands the importance of keeping current with the profession's dynamic governing laws and regulations. Her continuing professional education (CPE) requirements are exceeded each year.
Pamela has always enjoyed technical writing and has been published in national tax periodicals. One area of specification that she especially enjoys is working multi-state/unitary taxation and planning issues.
Tax exempt organizations face increasing challenges with shrinking financial resources due to the distressed economic climate. As with business entities and individuals, tax exempt clients receive the same hands-on personalized involvement.
Committed to local involvement, Pamela gives back to her local community, and her current and/or prior personal tax exempt membership/support includes: National Society of Daughters of The American Revolution; Soroptimist International of Manassas, Society of Virginia; past Treasurer of the Manassas, Virginia based Independence Empowerment Center (IEC); past Audit Chair of the former Prince William County Chapter of The American Red Cross; past Treasurer and Charter member of The Granit State Boardsailing Association (educational); Mobil Foundation (Mobil Oil Corporation) tutoring disadvantaged youth; volunteer driver during inclement weather for local hospital/county nursing home; volunteer to SERVE (Northern Virginia Family Services); American Wine Society and various other rescue, service, and historic organizations.
